1.       Course Title:    Orientation Course on Juvenile Justice.

 

Objective:        The course will focus on the special responsibilities and unique role of JJBs in the light of International Conventions and National Policies & Laws on Child Rights. It will provide a forum to Judicial Officers for capacity building to strengthen quality and responsive Juvenile Justice.

 

Target Group: 30 Metropolitan Magistrates and Civil Judges with 7    

                          years experience.

·  Justice to Child: An appraisal of CRC, the Beijing Rules, JJ Act and other relevant Laws.

Objective:          Child Marriages & Run- away Marriages are throwing new

legal & social challenges before the courts. While parents are not ready to lose control over their children, couples in marriages below the prescribed age are adamant to stick to their decisions. This course will provide an opportunity to the judicial officers to examine and to understand issues concerning consent & legitimacy in such marriages.

Objective:        Criminal cases are mainly adding to the bulk of pending cases in the courts. Number of under trial prisoners is a major concern, majority of which are from weaker sections of the society.  This Workshop shall identify the reasons for the existing situation of under trial prisoners and shall focus on issues of Practice & Procedure in Bail Matters.  The Judicial Officers shall share experiences to adopt the best practices.

Objective:        Children are declared to be a “Supreme National Asset” in National Policy for Children, 1974. According to a study, India has the world’s largest number of sexually abused children. The course will focus on sensitization of Judicial Officers to the issue of Child Abuse and existing law & decisions of the Courts in this regard.

     Act, 1881’

 

Objective:        Complaints u/s 138 of NI Act have flooded the Criminal Courts in

Delhi.  Disposal of these complaints by the Courts in the statutory period is the biggest challenge. Workshop will provide a forum for the Judicial Officers to identify bottlenecks in the speedy disposal of these complaints and evolve a mechanism for expeditious disposal, through uniform approach.

  Justice Administration’.

 

Objective:       Human Rights are inherent in the Indian Constitution. Traditional view

is that District Judiciary has only a limited role in this regard. The  

course will focus on latest developments in law on Human Rights of 

accused on arrest, under trial prisoners & victims of crime and key

decisions of the Supreme Court to understand role of trial courts in this

area.

                                         reference to Sec. 89 CPC; Mediation in pre litigative stage

 

 Objective:        Section 89 of the Civil Procedure Code confers responsibility on the

court to consider whether there is a scope for settlement in the case

before it and the possible use of ADR for that purpose. The course will

provide a forum for the judicial officers to discuss issues in different

types of ADR and share best practices in identifying ways in which

ADR may be used for delay and arrears reduction.

      During the Institutional Training in the Academy, the Trainee Officers shall be given practical exposure to the use of Computers to understand application of ICT in Judicial Proceeding, Case Management and Docket Management. During this period, the trainee officers of DJS would be deputed in batches to dispose of summary trial cases and cases under section 138 NI Act, in the permanent courts created by the High Court for this purpose. In this duration they shall be under the supervision of a Sessions Judge and in case of any difficulty they would approach the Sessions Judge/CMM/ACMM.

The Academy is presently located in Karkardooma Courts Complex, which is situated in the trans Yamuna area of National Capital Territory of Delhi.  Soon, the Academy would shift to Dwarka where the Government has allotted 12 acres of land for an integrated complex, which would house Delhi Judicial Academy, alongwith, a National Law School and a National Mediation Training Centre.  The Hon’ble the Chief Justice of India laid the foundation stone of the integrated complex in July 2006.
